GET /api/tally/envelopes/{zid}/folders
Powers the folder chips in the Envelopes manager.
Local coins only (the folder is the owner's private organisation, not a mesh concept). "unfiled" (NULL/''/'unfiled') is rolled into one bucket the UI shows as Unfiled.
